What this amendment would do

SA 5702, submitted by Mr. Blumenthal, aims to add a limitation on the obligation of funds to bill S. 2.

The purpose of this amendment is to stop funds from being obligated under this Act, as well as unobligated balances from title IX of the "One Big Beautiful Bill Act" (Public Law 119-21), until a specific condition is met.

The funds cannot be used until the Inspector General of the Department of Justice finishes an investigation.
This investigation must look into how counterterrorism capacity was impacted by moving staff to immigration enforcement.
