What this amendment would do

This amendment aims to add a section to bill S. 2 to create the District of Columbia Oversight Panel within the legislative branch. The purpose of this panel is to review and report to Congress on covered projects, which are federally funded construction, renovation, or demolition projects in Washington, D.C., costing at least $1,000,000 and undertaken on or after January 21, 2025.

The amendment adds the following requirements and structures:

  • Reporting Duties: The panel must submit reports to Congress every 30 days detailing covered projects, including donor lists, donation values and terms, solicitation processes, contractor lists, analyses of no-bid contracts, and construction management.
  • Special Report: The panel must provide a special report within 60 days of the Act's enactment specifically regarding the East Wing Modernization Project.
  • Membership: The panel consists of 5 members appointed by the Speaker of the House, the House minority leader, the Senate majority leader, the Senate minority leader, and the Mayor of the District of Columbia.
  • Powers: The panel is authorized to hold hearings, take testimony, secure information from Federal agencies, and issue subpoenas if at least 2 members judge that information was unreasonably refused.
  • Funding and Duration: The panel is funded with $50,000,000 from amounts made available to the Director of U.S. Immigration and Customs Enforcement and will terminate on January 20, 2029.
