SA 5667, submitted by Mr. Blumenthal, aims to add a section to bill S. 2 to create a DHS Abuses Compensation Fund.
The purpose of this amendment is to transfer $1,800,000,000 to the Secretary of Homeland Security to provide compensation to individuals who, after January 20, 2025, experienced the following:
- Injury by a covered officer, such as death, gunshot injury, loss of vision, or permanent disfigurement.
- Entry into their property by a covered officer without a judicial warrant.
- Detention by a covered officer in violation of the Fourth Amendment to the Constitution of the United States.
Under this amendment, a covered officer is a law enforcement officer employed by the Department of Homeland Security or one deputized with immigration enforcement power under section 287(g) of the Immigration and Nationality Act.
