What this amendment would do

SA 5666, submitted by Mr. Blumenthal, aims to bolster national security and counterterrorism efforts at Homeland Security Investigations.

The purpose of this amendment is to fund the nonprofit security grant program. It proposes to transfer $1,000,000,000 from the amounts made available under section 104 of title I to the Administrator of the Federal Emergency Management Agency to carry out section 2009 of the Homeland Security Act of 2002.
