What this amendment would do

This amendment, submitted by Mr. King and Ms. Duckworth, aims to replace Title I of bill S. 2. Its purpose is to provide specific funding and restrictions for the Department of Homeland Security.

  • U.S. Immigration and Customs Enforcement: Appropriates $5,674,000,000 for fiscal year 2026 for Homeland Security Investigations (HSI) agents and support. This includes $108,500,000 specifically for child exploitation investigators and forensics analysts. These funds cannot be used for customs or immigration enforcement missions.
  • Border Security, Technology, and Screening: Appropriates $3,450,000,000 for fiscal year 2026 for items including nonintrusive inspection equipment, air and marine platform upgrades, border surveillance technologies, biometric entry and exit systems, and efforts to combat drug trafficking.
  • General DHS Funds: Appropriates an additional $2,500,000,000 to the Secretary of Homeland Security for the purposes listed in the title.

Key Restrictions

  • Funds for Border Patrol personnel cannot be used to recruit, hire, or train processing coordinators after October 31, 2028.
  • Surveillance towers along the northern and southwest borders cannot be procured or deployed unless they have been tested and accepted as having autonomous capabilities.
  • No funds from this title can be used for immigration enforcement activities on Department of Veterans Affairs property, such as outpatient clinics and hospitals.
