What this amendment would do
Mr. Welch submitted SA 562, which aims to add a new section to title III of the concurrent resolution. The purpose of this amendment is to create a deficit-neutral reserve fund relating to reducing energy bills for low-income households.
How It Changes the Budget
The amendment allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels. They can also make adjustments to the pay-as-you-go ledger for legislation that reduces energy bills for low-income households.
This can include increasing funding for or prohibiting rescissions of funds for the Weatherization Assistance Program or the Low-Income Home Energy Assistance Program.
The Catch
To make this happen, the legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
