What this amendment would do
SA 5567, submitted by Mrs. Shaheen, Mr. Warnock, and Mr. Gallego, aims to replace section 104 of bill S. 2.
The amendment proposes to add the following:
-
An appropriation of $2,300,000,000 to the Secretary of Homeland Security for fiscal year 2026, available until September 30, 2029, for the purposes provided in the title.
-
An additional appropriation of $150,000,000 to the Secretary of Homeland Security for fiscal year 2026, available until September 30, 2029.
This specific funding must be used for public outreach before opening any new U.S. Immigration and Customs Enforcement processing site or detention center to ensure:
-
The Secretary of Homeland Security makes public information regarding the facility's construction, acquisition, or renovation scope; the plan to follow Federal immigration detention guidance, standards, and environmental regulations; and an engineering review and economic impact analysis.
-
The Governor and local officials with jurisdiction over the land sign a written agreement authorizing the renovation, acquisition, or construction after consulting with Department officials about the facility's operation.
