What this amendment would do
MR. WELCH submitted this amendment, numbered SA 556, to be proposed for the concurrent resolution S. Con. Res. 7, which sets the congressional budget for the United States Government for fiscal year 2025 and outlines budgetary levels for fiscal years 2026 through 2034.
The purpose of this amendment is to add a deficit-neutral reserve fund relating to ensuring electric reliability and affordability by investing in expanding and modernizing electric transmission infrastructure.
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger.
These changes can be made for legislation relating to ensuring electric reliability and affordability by investing in expanding and modernizing electric transmission infrastructure, provided that the legislation does not increase the deficit over the period of fiscal years 2025 through 2034.
Specifically, the added provisions may include:
-
Investing in the construction of new high-voltage transmission lines.
-
Improving intraregional and interregional transmission planning.
-
Investing in advanced transmission technologies.
-
Accelerating the permitting process for renewable energy and electric transmission projects.
