What this amendment would do
SA 5548, submitted by Ms. Murkowski, proposes to replace previous matter with the "Secure America Act." The purpose of this amendment is to provide specific funding appropriations for the Department of Homeland Security for fiscal year 2026.
The amendment aims to add the following to the bill:
Funding for Personnel and Operations
- U.S. Customs and Border Protection (CBP): Appropriates $3,183,000,000 for hiring, paying, training, and equipping agents and support personnel for functions other than customs and immigration enforcement. An additional $4,340,000,000 is appropriated specifically for immigration enforcement activities.
- U.S. Immigration and Customs Enforcement (ICE): Appropriates $2,483,000,000 for Homeland Security Investigations (HSI) for functions other than immigration and customs enforcement, including $36,167,000 for child exploitation investigators and forensics analysts. A further $31,075,000,000 is appropriated for ICE immigration enforcement activities, including transportation, IT, facility and fleet maintenance, and the arrest of "covered unlawful aliens."
Technology and Security
- Appropriates $1,150,000,000 for CBP to procure nonintrusive inspection equipment, artificial intelligence, machine learning, air and marine response platforms, border surveillance technology, and biometric entry and exit systems.
- Restricts the use of these funds for surveillance towers that have not been tested and accepted by CBP to deliver "autonomous" capabilities.
Additional Appropriations
- Appropriates $833,333,000 to the Secretary of Homeland Security for the purposes provided in Title I.
- Appropriates another $833,333,000 to the Secretary of Homeland Security for the purposes provided in Title II or specific paragraphs of Public Law 119-21.
