What this amendment would do

MR. WELCH submitted amendment SA 554, which aims to add a deficit-neutral reserve fund to the concurrent resolution.

The purpose of this amendment is to allow for changes to budget levels and allocations for legislation related to reducing energy bills for low-income households or protecting the Low-Income Home Energy Assistance Program.

The amendment aims to change the resolution so that it can accommodate legislation that may include increasing funding for, or prohibiting rescissions of funds for, the Low-Income Home Energy Assistance Program, as long as the legislation does not increase the deficit over the period of fiscal years 2025 through 2034.
