What this amendment would do
Mr. Welch submitted the amendment, numbered SA 550, to be proposed to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget.
The purpose of the amendment is to create a deficit-neutral reserve fund relating to studying the impact of reduced staffing at the Internal Revenue Service.
It aims to allow the Chairman of the Senate Committee on the Budget to revise allocations, aggregates, and other levels, and make adjustments to the pay-as-you-go ledger. This is for legislation relating to studying the impact of reduced staffing at the Internal Revenue Service, which may include a study by the Congressional Budget Office to determine if decreases in staff will impact the Federal deficit and debt.
The changes only apply provided that the legislation does not increase the deficit over the total period of fiscal years 2025 through 2029 or the total period of fiscal years 2025 through 2034.
