What this amendment would do
As folks keeping an eye on how our government works, we need to know what our elected officials are trying to do with our budget. Mr. Welch submitted an amendment, known as SA 549, to the concurrent resolution for the congressional budget for fiscal year 2025.
The purpose of this amendment is to add a deficit-neutral reserve fund. This fund relates to studying the impact of reduced staffing at the Internal Revenue Service.
Specifically, it aims to allow the Chairman of the Committee on the Budget of the Senate to make adjustments and revise allocations for legislation that relates to studying the impact of reduced staffing at the Internal Revenue Service.
According to the text, this study may include a study by the Congressional Budget Office to determine if decreases in staff will impact the Federal deficit and debt.
For this to happen, the legislation must meet a strict rule: it cannot increase the deficit over the total period of fiscal years 2025 through 2029, nor can it increase the deficit over the total period of fiscal years 2025 through 2034.
