What this amendment would do
Let's look at what Mr. Welch is trying to do here for us. He submitted an amendment, known as SA 548, to the congressional budget resolution for fiscal year 2025.
The main purpose of this amendment is to add a new rule in the Senate. This rule creates a point of order against certain legislation.
Here is what it aims to change or add:
- It stops the Senate from considering any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that increases tax liability for households with less than $200,000 in taxable income.
- It allows this rule to be waived or suspended in the Senate, but only if three-fifths of the Members duly chosen and sworn vote to do so.
- It also requires an affirmative vote of three-fifths of the Members duly chosen and sworn to sustain an appeal of the ruling of the Chair on a point of order raised under this rule.
