What this amendment would do
As your legislative analyst, let's break down what Mr. Welch is trying to do with this amendment. Put simply, this amendment creates a new rule in the Senate to hold our government accountable when it comes to funding the Internal Revenue Service (IRS).
What the Amendment Changes
- The amendment adds a new point of order in the Senate against any bill, joint resolution, motion, amendment, or conference report that decreases funding for the IRS.
- This restriction applies if the Congressional Budget Office certifies that the funding decrease would result in lower tax revenue.
How the Rule Works
- To get around this new rule and pass a bill that cuts IRS funding despite a drop in tax revenue, it would require a three-fifths affirmative vote of the Senators chosen and sworn.
- Overturning a ruling by the Chair regarding this point of order also requires that same three-fifths affirmative vote from the Senate.
