What this amendment would do

SA 5446, submitted by Mr. Bennet, aims to reimpose sanctions on crude oil and petroleum products from the Russian Federation.

The amendment intends to change the bill by adding the following:

  • The Secretary of the Treasury must immediately revoke General License 134C, which authorized the delivery and sale of Russian Federation origin crude oil and petroleum products loaded on vessels as of April 17, 2026.

  • The Secretary of the Treasury is prohibited from issuing any new general licenses that authorize the transportation or sale of Russian Federation origin crude oil or petroleum products that were prohibited by the authorities in General License 134C.
