Purpose and Changes
The purpose of this amendment is to hold our elected officials accountable and look out for the good of the people by setting up a point of order against legislation that increases child poverty according to the Congressional Budget Office.
Specifically, it aims to add a rule to the Senate stating that it shall not be in order to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that increases child poverty, based on current levels determined by the Congressional Budget Office.
- This rule can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
- An affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, is also required to sustain an appeal of the ruling of the Chair on a point of order raised under this section.
