What this amendment would do
Mr. Welch put forward this amendment to hold our officials accountable when it comes to dealing with natural disasters and emergencies. Put simply, it aims to add a new rule in the Senate to protect the folks back home when disaster strikes.
What It Aims to Change or Add
-
It adds a point of order to the Senate rules that makes it out of order to consider any bill, resolution, motion, amendment, or conference report that would reduce the resources of Federal agencies to administer disaster response and recovery programs for State, local, and municipal governments.
-
It sets a strict rule that this can only be waived, suspended, or appealed in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
