What this amendment would do
Mr. Bennet submitted this amendment, numbered SA 539, to be proposed for the concurrent resolution S. Con. Res. 7, which sets the congressional budget for the United States Government for fiscal year 2025 and the budgetary levels for fiscal years 2026 through 2034.
What It Aims to Change or Add
The amendment aims to add a new section to the end of title III, titled DEFICIT-NEUTRAL RESERVE FUND RELATING TO FOREST MANAGEMENT.
Specifically, it allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and to make adjustments to the pay-as-you-go ledger.
These revisions and adjustments can be made for legislation relating to forest management, provided that the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
According to the text, forest management may include:
-
Supporting local efforts to restore forests
-
Reducing wildfire risk
-
Removing invasive species
-
Addressing the backlog of fire mitigation projects across Federal, State, local, private, or Tribal land
