What this amendment would do

Mr. Bennet submitted this amendment, known as SA 534, to the concurrent resolution on the budget for the federal government. As folks who vote for our officials, we need to know what they are trying to put into the rules. The main purpose of this amendment is to create a deficit-neutral reserve fund that focuses on advancing new and emerging energy technologies.

What It Aims to Change or Add

This amendment adds a new section to title III of the budget resolution. Here is what it actually does:

  • It allows the Chairman of the Senate Committee on the Budget to change committee allocations, aggregates, and other appropriate levels.
  • It lets the Chairman make adjustments to the pay-as-u-go ledger for specific types of legislation, such as bills, joint resolutions, amendments, or conference reports.
  • These changes must relate to energy innovation.
  • This innovation may include prohibiting any action that would limit investment in research, development, and demonstration for new or emerging energy technologies.
  • There is a strict rule attached: the legislation cannot increase the deficit over the total period of fiscal years 2025 through 2034.
