What this amendment would do

Mr. Bennet submitted SA 531, which creates a deficit-neutral reserve fund relating to protecting air and water quality and public health and safety.

The Purpose of the Amendment

The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to revise allocations and make adjustments for legislation relating to environmental protection.

What It Aims to Change or Add

This amendment adds a new section to the end of title III of the concurrent resolution. It allows changes for legislation that may include prohibiting any action that would:

  • Worsen air or water quality
  • Jeopardize public health and safety
  • Limit access to clean air or water

These changes can only happen if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
