S.Amdt. 528

Mr. Kim submitted SA 528 to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth appropriate budgetary levels for fiscal years 2026 through 2034.

What It Aims to Change or Add

• Adds a new section at the end of title III for a deficit-neutral reserve fund relating to countering China's Belt and Road Initiative.
• Allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger.
• Applies to one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to countering China's Belt and Road Initiative.
• Permits legislation that would increase development assistance, bolster development finance and infrastructure investments, increase military and security cooperation, or enhance trade and economic partnerships.
• Requires that such legislation would not increase the deficit over either the total period of fiscal years 2025 through 2029 or the total period of fiscal years 2025 through 2034.
