What this amendment would do
Mr. Durbin submitted amendment numbered SA 526, which is intended to be proposed for the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and for fiscal years 2026 through 2034.
Its Purpose and Changes
The purpose of this amendment is to add a deficit-neutral reserve fund relating to protecting national security and privacy at the end of title III.
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger. This applies to legislation relating to protecting national security and privacy, which may include limiting access to classified systems, personnel records, investigative records, and prosecutorial records at the Department of Justice and its component agencies.
These changes can be made as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
