What this amendment would do
Mr. Durbin submitted this amendment, designated as SA 525, to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and fiscal years 2026 through 2034.
The Purpose and Goal
The purpose of the amendment is to add a deficit-neutral reserve fund relating to supporting victims of crime at the end of title III. It aims to give the Chairman of the Committee on the Budget of the Senate the power to change allocations, aggregates, and other appropriate levels, and to adjust the pay-as-you-go ledger.
These changes can be made for legislation relating to supporting victims of crime, as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
What It Aims to Change or Add
- Add a deficit-neutral reserve fund relating to supporting victims of crime.
- Allow the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels.
- Allow the Chairman to make adjustments to the pay-as-you-go ledger.
- Include ensuring that grant programs authorized by the Violence Against Women Act of 1994 that are tailored to support particular communities remain intact or accessible.
