What this amendment would do

As folks working for you in Congress, we need to keep an eye on how money and rules are handled. Mr. Durbin submitted an amendment, known as SA 522, to the concurrent resolution on the budget for fiscal year 2025.

  • The purpose of this amendment is to create a deficit-neutral reserve fund related to protecting national security and public safety.

  • It aims to allow the Chairman of the Committee on the Budget of the Senate to change allocations, aggregates, and other appropriate levels in the resolution.

  • It also allows for adjustments to the pay-as-you-go ledger for legislation relating to protecting national security and public safety.

  • This can include protecting employees of the Department of Justice or component agencies who are in probationary status from being laid off just because of that status.

  • The catch is that this legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
