What this amendment would do
Mr. Durbin submitted amendment SA 521 to be proposed for the concurrent resolution setting the congressional budget for the United States Government for fiscal year 2025 and setting levels for fiscal years 2026 through 2034.
The amendment aims to add a deficit-neutral reserve fund relating to protecting national security and public safety at the end of title III of the budget resolution.
Specifically, it allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other levels, and make adjustments to the pay-as-you-go ledger for legislation that relates to protecting national security and public safety.
This includes protecting employees of the Department of Justice or component agencies from facing termination or retribution for investigative or prosecutorial work on assigned cases, as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
