What this amendment would do

Mr. Warnock, along with Mr. Ossoff, submitted SA 513 as an amendment intended for the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget.
The purpose of this amendment is to add a deficit-neutral reserve fund relating to protecting American jobs and the health of America's schoolchildren at the end of title III.
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, other appropriate levels, and make adjustments to the pay-as-you-go ledger for specific legislation.
These revisions and adjustments are for bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports that relate to protecting American jobs and the health of America's schoolchildren.
The legislation may include provisions that protect against funding cuts to the Environmental Protection Agency's Clean School Bus Program or the Department of Energy's Office of Manufacturing and Energy Supply Chains.
The changes are allowed as long as the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
