What this amendment would do
Ms. Klobuchar submitted SA 497, which is an amendment intended to be proposed for the concurrent resolution on the budget for the United States Government for fiscal year 2025 and budgetary levels for fiscal years 2026 through 2034.
The purpose of this amendment is to add a deficit-neutral reserve fund relating to preventing, controlling, and mitigating the outbreak of infectious disease to the end of title III.
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger. This can be done for legislation relating to preventing, controlling, and mitigating the outbreak of infectious disease, which may include services and programs administered by the Department of Health and Human Services. These revisions can only happen if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
