What this amendment would do

MR. MERKLEY submitted amendment SA 492 to be proposed to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget. The purpose of this amendment is to add a new point of order to title IV regarding the Supplemental Nutrition Assistance Program.

The amendment aims to change the rules in the Senate by making it out of order to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that does any of the following:

  • Cuts benefits under the Supplemental Nutrition Assistance Program established under the Food and Nutrition Act of 2008.

  • Changes the thrifty food plan under that program.

  • Increases the age limit for able-bodied adults without dependents who are subject to work requirements under that program.

To waive or suspend this rule, or to sustain an appeal of the ruling of the Chair on a point of order raised under this rule, an affirmative vote of three-fifths of the Senators duly chosen and sworn is required.
