What this amendment would do
Mr. Van Hollen submitted amendment SA 490 to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth appropriate budgetary levels for fiscal years 2026 through 2034.
The purpose of this amendment is to add a deficit-neutral reserve fund relating to fully funding Federal programs serving students with disabilities at the end of title III.
The amendment aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger. This applies to legislation relating to fully funding Federal programs serving students with disabilities, provided that the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
Specifically, the changes or additions may include:
-
Fully funding the Individuals with Disabilities Education Act by the end of fiscal year 2034.
-
Ensuring that students with disabilities receive the free and appropriate education and accommodations guaranteed to them by the Individuals with Disabilities Education Act, the Rehabilitation Act of 1973, and all other applicable law, by the end of fiscal year 2034.
