What this amendment would do
Mr. Peters submitted amendment SA 479 to be proposed for the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and budgetary levels for fiscal years 2026 through 2034. The purpose of this amendment is to hold the line on vehicle costs for everyday Americans by creating a procedural hurdle in the Senate against any legislation that makes cars more expensive.
What the Amendment Changes
-
Adds a Point of Order: The amendment adds a new section to title IV that makes it out of order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that has the effect of increasing car prices. This explicitly includes the removal or termination of any existing tax incentives that lower the price of vehicles.
-
Sets High Hurdles for Waivers: To move forward with a bill that triggers this rule, or to overturn a ruling by the Chair regarding this point of order, it requires an affirmative vote of three-fifths of the Senators duly chosen and sworn.
