What this amendment would do

Mr. Peters submitted amendment SA 477 to the concurrent resolution on the budget for fiscal year 2025 through 2034. The purpose of this amendment is to add a deficit-neutral reserve fund relating to creating good-paying manufacturing jobs in the United States.

The amendment aims to change the budget resolution by allowing the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation related to creating good-paying manufacturing jobs in the United States, including jobs represented by labor organizations.

To make these changes, the legislation can use methods such as expanding or maintaining tax incentives to onshore manufacturing. The amendment has a strict rule: it only allows this if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
