What this amendment would do

SA 4748, submitted by Mr. Warnock, aims to change bill S. 1383 by striking everything after the enacting clause and replacing it with new requirements for handling voter data.

The purpose of this amendment is to require the Attorney General, the Director of the FBI, and heads of other Federal agencies that get Federal election material (like voter rolls and data) from State or local governments to create and publish written procedures for the following:

Chain of custody
Physical storage and environmental protections
Digital access controls
Logging of all access, transfers, duplications, or testing events
Timelines for returning or certifying the destruction of the material
Providing notice to the State or local government when material is obtained
