What this amendment would do
SA 4747, submitted by Mr. Warnock, aims to change the bill by striking all text after the enacting clause and replacing it with new provisions focused on immigrant detention centers in Georgia.
The purpose of this amendment is to:
-
Stop the Department of Homeland Security from spending Federal funds to acquire, construct, renovate, or expand U.S. Immigration and Enforcement detention centers in Social Circle, Georgia or Oakwood, Georgia, unless an Act of Congress explicitly authorizes it.
-
Require that any acquisition, construction, or expansion of facilities for detaining noncitizens in those two locations follow environmental laws and inspection requirements.
-
Specifically require the completion of an environmental impact statement under the National Environmental Policy Act of 1969 and site assessments under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980.
