The amendment seeks to make the following changes:

Prohibit noncitizens from voting in any District of Columbia elections for public office, ballot initiatives, or referendums.
Repeal the Local Resident Voting Rights Amendment Act of 2022 (D.C. Law 24-242) and restore any laws that the Act had previously amended or repealed.
