What this amendment would do
SA 4725, submitted by Mr. Welch, aims to add a section to bill S. 1383 that officially condemns the pardon of former Honduran President Juan Orlando Hernandez.
The amendment adds the following to the bill:
-
Findings on Juan Orlando Hernandez: It states that Hernandez was at the center of a violent drug-trafficking conspiracy from at least 2004 through 2022. He is accused of using his authority to help import over 400 tons of cocaine into the United States and receiving millions in bribes, including $1,000,000 from El Chapo.
-
Abuse of Power: The text finds that Hernandez used the Honduran military and National Police to protect drug shipments and shielded traffickers from extradition to the United States.
-
Legal Consequences: It notes that Hernandez was convicted of weapons conspiracy and drug trafficking, sentenced to 45 years in prison, and fined $8,000,000.
-
Condemnation of the Pardon: The amendment states that President Donald J. Trump's pardon of Hernandez weakens the rule of law, harms U.S. credibility in fighting drug trafficking, and is an affront to the jurors and law enforcement officials involved in the case.
-
Official Action: The purpose of the amendment is for Congress to formally condemn the pardon given to Hernandez.
