What this amendment would do
SA 4720, submitted by Ms. Blunt Rochester, aims to add a new section to bill S. 1383.
The purpose of this amendment is to prohibit the Department of Homeland Security, including U.S. Immigration and Customs Enforcement and U.S. Customs and Border Protection, from conducting surveillance on United States citizens.
This prohibition applies whether the action is done directly or indirectly through:
- Contracts
- Grants
- Cooperative agreements
- Other arrangements
The goal is to stop these agencies from obtaining information to create, assemble, maintain, purchase, license, subscribe to, access, or otherwise obtain information for the purpose of compiling, enriching, or aggregating a database that identifies United States citizens.
