What this amendment would do
SA 4704, submitted by Mr. Markey, aims to add a section to bill S. 1383 focused on maintaining funding for certain education programs.
The purpose of this amendment is to ensure adequate funding for programs defined as critical education programs for fiscal years 2026, 2027, and 2028. It does this by appropriating funds to cover any reduction in funding for these programs.
The amendment defines critical education programs as:
- The Individuals with Disabilities Education Act.
- Various parts and titles of the Elementary and Secondary Education Act of 1965 (Part A, B, C, D, and F of title I; title III; Part A of title IV; Part B of title IV; Part B of title V; Part A of title VI; and title VII).
- Subtitle B of title VII of the McKinney-Vento Homeless Assistance Act.
Additionally, the amendment specifies that the budgetary effects of this section will not be entered on statutory paygo scorecards or Senate paygo scorecards.
