What this amendment would do

SA 4703, submitted by Mr. MARKEY, aims to change loan limits within the Higher Education Act of 1965.

The amendment proposes the following changes beginning on July 1, 2026:

  • The maximum annual amount of Federal Direct Unsubsidized Stafford loans a professional or graduate student can borrow in an academic year (or equivalent) will be $50,000.

  • The maximum aggregate amount of Federal Direct Unsubsidized Stafford loans a professional or graduate student can borrow for specific programs of study, in addition to undergraduate loan amounts, will be $200,000.
