What this amendment would do
This amendment, submitted by Mr. Merkley to bill S. 1383, aims to stop the export of specific energy resources produced in the United States to the People's Republic of China.
The amendment seeks to change the bill by striking everything after the enacting clause and adding the following:
-
Liquefied Natural Gas: It prohibits the exportation of liquefied natural gas produced in the United States to the People's Republic of China starting on the date of enactment.
-
Petroleum Products: It adds a new section to the Energy Policy and Conservation Act to prohibit the export of certain U.S. produced petroleum products to the People's Republic of China. These products include:
- Crude oil.
- Refined oil or refined oil products.
- Residual fuel oil.
- Any other petroleum product, excluding natural gas or natural gas liquid products.
-
Timeline and Exceptions: The prohibition on petroleum products takes effect 10 days after the section is enacted. It does not apply to products already being transported from the United States to the People's Republic of China by the time the prohibition starts.
