What this amendment would do

SA 4685, submitted by Ms. Hirono, aims to add a section to bill S. 1383 regarding the maintenance and reversal of grant terminations for low-cost, clean energy.

The amendment seeks to change the following:

  • Prevention of Terminations: It prohibits the Secretary of Energy, the Secretary of Transportation, and the Administrator of the Environmental Protection Agency from terminating, renegotiating, rescoping, or refusing to fund future budget periods for Federal awards related to clean energy technology based on the award no longer meeting agency priorities or program goals.

  • Reinstatement of Awards: It requires the reinstatement of any clean energy Federal awards that were terminated, rescoped, renegotiated, or denied future funding after January 19, 2025, for the same reasons, returning them to their previous terms and conditions.
