S.Amdt. 4684

SA 4684, submitted by Ms. Hirono, aims to add a section to S. 1383 that prohibits federal payments for the termination of electric power projects.

The purpose of this amendment is to stop Federal agencies from doing the following, unless Congress gives prior authorization:

• Disbursing funding to a covered person.
• Offering to pay a covered person.
• Offering to exchange property with a covered person.

These actions are prohibited if they are done in exchange for the covered person terminating a covered project.

For the purposes of this amendment:

• A covered project is a project on Federal land used to transmit, store, or generate electric energy.
• A covered person is any entity or individual that has a lease from the Department of the Interior to use Federal land for a covered project.
