What this amendment would do
Mr. Welch submitted SA 468, which creates a new point of order in the Senate.
The purpose of this amendment is to stop the Senate from considering any legislation, joint resolution, motion, amendment, or conference report that would modify or extend any existing tax cuts.
How It Works
The ban on modifying or extending tax cuts stays in place until the Government Accountability Office gives written confirmation to the Senate that each Federal agency is in full compliance with all lawfully issued court orders issued on or after January 20, 2025.
If someone wants to break this rule, it can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn. It also takes a three-fifths vote to sustain an appeal of the ruling of the Chair on this point of order.
