What this amendment would do
This amendment, submitted by Mr. Johnson, aims to add a new section regarding appropriations to bill S. 1383.
The purpose of this addition is to ensure that money is available to pay certain people during a lapse in regular appropriations (a government shutdown) starting in fiscal year 2026 and beyond.
Specifically, the amendment seeks to change the bill by adding the following:
-
Payment for Employees: It provides for standard employee compensation (including basic pay, benefits, and allowances) for covered employees. This includes staff from the executive, legislative, and judicial branches, as well as certain members of the uniformed services and reserve components.
-
Payment for Contractors: It provides payments to covered contractors who are required to perform work during the lapse based on a determination by the head of the agency.
-
Payment Timing: If a lapse is happening when the Act is passed, payments must be made as soon as practicable, but no later than 7 days. For future lapses, payments should happen on regularly scheduled pay dates.
-
Funding Restrictions: The funds are strictly for these payments and cannot be transferred or used for any other purpose. They are available until regular appropriations are enacted into law.
