What this amendment would do

SA 4640, submitted by Ms. Blunt Rochester and Mr. Murphy, aims to add a section titled "PAY OUR COAST GUARD" to bill S. 1383.

The purpose of this amendment is to ensure that members and civilian employees of the Coast Guard continue to receive pay and allowances for fiscal year 2026 during any period where full-year or interim appropriations are not in effect.

Specifically, it seeks to provide:

Sums necessary for pay and allowances for Coast Guard members, including Reserve members performing active service or inactive-duty training.
Sums necessary for pay and allowances for civilian employees of the Coast Guard.

These funds would remain available until September 30, 2026, or until a regular appropriation, continuing appropriation, or other Act is enacted. The amendment is intended to have a retroactive effective date of February 13, 2026.
