What this amendment would do
Mr. Welch submitted this amendment, known as SA 463, to the concurrent resolution on the budget for the United States Government for fiscal year 2025.
The purpose of this amendment is to add a deficit-neutral reserve fund relating to continuing election security funding to ensure election integrity at the end of title III.
How It Changes the Budget Process
This amendment allows the Chairman of the Committee on the Budget of the Senate to change committee allocations, aggregates, and other appropriate levels in the resolution.
It also allows the Chairman to make adjustments to the pay-as-you-go ledger for certain legislation. This applies to bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports connected to Federal appropriations.
These changes and adjustments can include continuing to fund election security in order to ensure election integrity, using the amounts provided in that legislation.
The Main Rule for This Funding
The key rule for this funding is that the legislation must not increase the deficit over the total period covering fiscal years 2025 through 2034.
