What this amendment would do
This amendment was submitted by Mr. Welch to the concurrent resolution setting forth the congressional budget for the United States Government.
Purpose of the Amendment: The purpose is to add a deficit-neutral reserve fund relating to the reaffirmation by Congress of the illegality of impoundment outside of the Impoundment Control Act of 1974.
- It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger for certain legislation.
- It applies to legislation relating to appropriations, which may include reminding the President that any impoundment by the executive branch, except as proscribed by the Impoundment Control Act of 1974, is unconstitutional.
- It requires that such legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
