What this amendment would do
This amendment, submitted by Mr. Hickenlooper to bill S. 1383, adds a requirement for the Director of the Office of Management and Budget to provide a report to Congress.
The purpose of this report is to analyze the impact of "covered individuals" leaving Federal employment during 2025. A "covered individual" is defined as someone who separated from Federal employment in 2025 and held a doctoral degree in science, technology, engineering, or mathematics.
The report must analyze the following:
-
Costs spent by the Federal Government on recruiting, training, and providing security clearances for these individuals.
-
Delayed return on investment for Federal research projects and grants that stalled due to a lack of technical oversight because these individuals are no longer employed.
-
Projected costs to the Federal Government to replace that expertise, whether by hiring new employees or using contracts with private entities.
