What this amendment would do
-
Mr. Welch submitted amendment SA 461 to the concurrent resolution setting the congressional budget for the United States Government for fiscal year 2025 and for fiscal years 2026 through 2034.
-
The purpose of this amendment is to add a deficit-neutral reserve fund relating to ensuring presidential compliance in the termination of inspectors general.
What It Aims to Change or Add
-
It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger.
-
These changes are for legislation relating to Federal programs, which may include ensuring the President complies with chapter 4 of title 5, United States Code (commonly known as the Inspector General Act of 1978) and any subsequent amendments.
-
The rule for this is that the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
