What this amendment would do

SA 4608, submitted by Ms. Hassan, is an amendment to bill S. 1383. Its purpose is the Restoration of Enhanced Health Care Premium Tax Credit.

The amendment aims to change and add the following to the bill:

  • It changes dates in the Internal Revenue Code of 1986 to increase premium assistance amounts, replacing references of 2025 with 2029 and January 1, 2026 with January 1, 2030.

  • It restores the rule allowing the credit for taxpayers with a household income exceeding 400 percent of the poverty line, extending the dates from through 2025 to through 2029 and from before January 1, 2026 to before January 1, 2030.

  • These changes apply to taxable years starting after December 31, 2025.

  • It requires the Secretary of Health and Human Services to have Exchanges provide an additional open enrollment period for plan year 2026, starting from the date the Act is enacted and ending on August 31, 2026.
