What this amendment would do

SA 4607, submitted by Ms. Hassan, aims to restore the Enhanced Health Care Premium Tax Credit by making the following changes to the Internal Revenue Code of 1986:

It changes the dates in the rules for increasing premium assistance amounts from 2025 to 2028 and from January 1, 2026 to January 1, 2029.
It extends the rule allowing the credit for taxpayers with household income exceeding 400 percent of the poverty line from through 2025 to through 2028, and changes the date from January 1, 2026 to January 1, 2029.

The amendment specifies that these changes apply to taxable years beginning after December 31, 2025.

Additionally, it requires the Secretary of Health and Human Services to have Exchanges provide an additional open enrollment period for plan year 2026, starting on the date the Act is enacted and ending on August 31, 2026.
